Spotify does not import my local files

Spotify does not import my local files

My local files (LF) are Mp3 format, they are my own productions, not downloaded or copied. There is Spotify running in this Windows 11 PC. My LF are playable by Spotify, they are visible in Local Files folder.
I created playlist with my LF to be able to share it with my Android 14 phone. And I see playlist appear in my phone, unplayable. I set download icon on both Windows PC and the phone, they are not downloaded.
All network settings are correct as described by Spotify. What I see is that Spotify on PC does not import my LF to its download folders.
When Download is set on playlist Spotify must import songs to a specific storage location (can be set in Settings).

More info: My PC network is set to private. Both PC and phone are connected to same wi-fi router, same network and IP range. 
When selected download for other playlists (Spotify native), Spotify perfectly import them to the PC's storage (cache). It does not download my LF. 
I already cleaned cache, on both PC and phone. I already re-installed and re-setup Spotify on both PC and android, several times. 
I already tried to move Spotify download cache from Windows Appdata folders to other folders in PC. It did not help.
My LF are not copyrighted by someone else. They are my productions. 
And I am sure it was working few weeks ago.

The old synchronization method for local files is mostly getting deprecated. The way to use local files on mobile now is to simply have the files on the device itself and then enabling the local files setting to allow them to appear in the app. See here for the full info.
