Spotify only runs in Safemode (Windows 8)

I restarted my computer and now spotify does not open. 

Upon double clicking the application, I see it appear in the task manager for a few seconds, and then it disappears. 

 

I tried uninstalling / reinstalling it as well as running it as administrator, it still does not work. 

 

When I boot into safe mode and run spotify, it works!

 

I tried implementing the solution here: https://community.spotify.com/t5/Help-Desktop-Linux-Mac-and/Spotify-Won-t-Open/m-p/911759#M96780 .

However my spotify is stored in a the Roaming folder (not local) and within the spotify folder, there is no storage folder!

 

This is extremely frustrating.

AVG was running in the background. That was causing the issue.
