Spotify seems like it's offline on windows, but internet is connected

A few days ago, I reset my PC (I do this yearly to maintain decent system performance) after this, I figured I'd redownload all of my programs and applications, and when I downloaded Spotify, everything seemed fine until I logged in, and now it's the Spotify home screen and all of my playlists, and saved songs are gone on the Windows version of the app, keep in mind, everything is still there on my phone.

Please do note, I've reinstalled the Spotify client 3 times now, as well as trying to go into it's root folder and deleting everything that belongs to the Spotify app.

I think by saved songs you mention downloaded songs. In that case, if you download a song in spotify it saves in your PC's storage. When you reset your PC the storage will be deleted if you have chosen to delete the files during reset. Try re-downloading the songs and the problem will be solved.

If your whole library is missing, perhaps you've accidentally logged in to an old account of yours. Double-check in the mobile app's Settings to see if your email matches the one you used on your PC. You'll find more info on how to proceed in this article.
