Will not open or uninstall

When I try to open Spotify from the shortcut the loading icon pops up on my cursor then goes away after a couple seconds, then nothing happens.When I try to uninstall Spotify through control panel it says "Please wait until the current program is finished uninstalling or being changed." When I try to uninstall through the roaming file there are 3 .dll files that say they are being used by the program and will not uninstall. I've tried opening windows in safe mode, tried using compatibility mode, and restarting. Nothing is working. I've also tried installing a previous version and the loading thing happens again.

Hi.

Might not be fun to be instructed to reinstall again, but can you try a clean installation in safe mode with network?
When installed do also try to run Spotify and check if it works.
