Artist using other artist's page

I was checking out the page of a band I like (the punk band PUP), and I noticed that some entirely unrelated random rapper got his song on PUP's official artist page. I'm pretty sure using another artist's page without their permission isn't allowed, so is there anything that can be done about this?

I'm not the artist whose page is being piggybacked on, and the form only has options for Artist, Manager, and Label. Should I still submit it through there?
