My Question or Issue

Quite a while ago I linked my Spotify account to an old PlayStation account which I no longer use anymore but have forgotten the password to. This means that I can't link my Spotify to my new account but because I've forgotten the password to my old PS account, I can't delink it from that one. Is there a way that I can delink it via the Spotify website?

Also, for whatever reason I can't connect to my Spotify to my Playstation via the 'devices' button so idk why I can't do that either.

You can unlink Spotify from your PSN account here. If you don't remember the login details for the PSN account, we recommend that you contact Sony Customer Support to help you with that.
