I can't move the Spotify playback bar on my phone. On my computer, I can.

Thank you for reaching out to the Community and welcome. We hope you don't mind us moving your post out of the Chats section to one of our Help boards as it fits better here.

If you're using the free service, it's expected that you cannot change the progress of the playback bar when using the mobile app as it has more restrictions than the Desktop app. However, you can still do it on selected playlist Made for you (on the mobile version) such as Daily mixes, some Decade mixes and some Genre mixes.

If you're using a Premium subscription, let us know to start with some troubleshooting steps.
