Thanks for posting in the Community and welcome. We hope you don't mind us moving your post out of the ideas section to one of our Help boards as it fits better here.
That being said, let's review all the points you mentioned in your post. You can post here in the Community any bugs you notice in general terms (including the ones you noticed in the Community web page) in our Help boards. If possible, you can send us screenshots of what you're exactly seeing on your side so we can better understand what's happening.
When you enter our web page, you can see three main sections: Help, Chat and Ideas. In the case of reporting a bug or odd behavior, you select Help. You'll be redirected to a page where you can see Not sure where to start? Nevertheless, if you scroll down, you'll find Help Categories, which is a section where you can see all the boards on which you can post your inconveniences. Once you select one, you'll be redirected to that specific board, where you can review other users and their latest posts, or you can select the Start a Topic button at the top to post your own inconvenience.
On another note, when you mentioned an offline item is stuck in your Liked Songs playlists, did you mean a local file? If yes, the local files experience has changed over time. Previously, it was possible to like those files and add them to Liked Songs, but now it's only possible from mobile devices> three-dot menu. If this is a local file, you can locate it on your Liked Songs playlist in the desktop app and press the delete button (Supr in both Mac and Windows) on the keyboard to remove it. If you're on a cellphone, try to locate it and select the heart button to remove it. Would you mind sending a couple of screenshots of the second bug you kindly mentioned?
We value every piece of feedback you share with us; but our Ideas board is to help us receive new product and feature suggestions that will allow us to improve our app and service for everyone. We invite you to post your suggestion again, but keep in mind that you need to be specific about what you'd like to see within the app (report bug issues in-app). It's better to focus on the details of the feature you're thinking about rather than emphasize examples. This will help other users better understand your suggestion. Keep in mind that you must follow our Idea Exchange guidelines, so your suggestion will be approved more quickly and smoothly.
Last but not least, we'd like you to know that you can become, if you wish, a Spotify Beta tester. By signing up as an Alpha or Beta tester of the Spotify app, you will get early versions of our new releases before we roll them out to everyone else. That way, you can pass feedback to our developers about bugs you notice in general. You can learn more about this here.
