Playback is stopping every 30 seconds. On all devices, not just my phone.

iPhone stops playing after 30 seconds. I tried my Apple TV, and same thing. Stops after 30 seconds. It doesn't appear that it's playing on another device, just stops playing altogether. The only thing that works is downloading the song and going Airplane mode, which I don't want to do every time.

You mentioned that this is happening across devices and the behavior doesn't persist if you've downloaded content so I'm thinking that it might be a network connection.

If your devices are using the same internet connection, could you test with another one, maybe with mobile data shared via hotspot for example and let us know if you notice any difference? Does it happen on other devices apart from your iPhone and Apple TV?

If the behavior continues, it'd be great if you could ask a relative or a friend to log in to their account on your devices to test if this issue is instead account-related.

Lastly, let us know if you've tried any troubleshooting steps from your end and if you've noticed when this started happening for the first time.
