Web Player - Arranging Songs in Playlist

When I create a playlist; the spotify web player wont let me click & drag tracks to a different order then how they were originally added. I've triedmultiple computer running Windows 7 as well as using Chrome &Internet Explorer & my Android using the App... None of it worked.

Is this a restriction because I'm not a premium member or what?

I'm a new premium user and I can't rearrange the songs on the web player either. The sad part is: I've spent the last few hours searching through the community and this is an really old issue. This is bugging me out so much that I'm thinking on cancel my premium subscription. 😕
