My family members cant log in to my Family Members Account

I joined the Family Plan. Added my boyfriend but he can´t log in, even though we live together. He got a code, entered it but he got a notification saying that Spotify can´t verify that we in fact live together. Does anyone know why this happens? Any help would be greatly appreciated.
