Verification of Family Member address?

There are a thousand different scenarios for this family plan.

I have two kids in university. For all inetents and purposes, they live at home. Eat my food. Run up my electrical bill. Use my computer. etc etc. For 6 months of the year they live on campus in a dorm. Does that exclude them from being part of my "family plan?" I pay for everything else in their life, can I not add them to my family plan?

Terms and conditions? How is the family plan address/residence verified? When they live at home half the year they can have Spotify? The other half of the year when they are at school they can't?

This isn't clear.

Can someone clarify?

I'm currently a Google Play subscriber and want to switch, but this condition prevents me from making the switch.
