I cannot join a family plan

I had a duo plan with my wife. Now my sister is moving in with us so we tried to join her plan. She changed the address to the address that we live in but I cannot join the family plan.

How often can I re-add someone to Spotify family plan?

Hi, providing Spotify premium to teenage child as reward for keeping their room clean, if I remove them can I simply re-add them or does this count as a plan change (1 every 12 months)?
