I'm interested in creating an app that will allow users to listen to another Soptify Prem user's playlists, is that allowed?

Spotify already provides robust playlist sharing functionality, so any app you create would need to offer unique added functionality beyond what's already available.

If you're planning to use the Web Playback SDK, please note that playback is restricted to Spotify Premium users. For mobile apps using the Android or iOS SDKs, Spotify Free users are limited to shuffle mode.
