Blend Playlist - First 4 Songs Don't Shuffle

My Question or Issue

A few things to note first:

• This issue only happens with Blend playlists. I have dozens of other playlists and all function as expected.
• This issue is reproducible on all three of my Blend playlists.
• This issue is reproducible on any of my devices.
• This issue is reproducible by friends in our shared Blend playlists and their blend playlists with others.

Description:

When shuffling a Blend playlist, the first four songs of the shuffle are always the same (although in slightly different orders).

Example:

My Blend playlist currently has 50 songs and starts with:

1. Virginia (Currently Playing)
2. Salt Lake City
3. Honey Hold Me
4. With Me All Along
5. Moonlight
6. Record Player

With Virginia playing, I turn on shuffle and here is the resulting queue:

1. Virginia (Currently Playing)
2. Salt Lake City
3. With Me All Along
4. Honey Hold ME
5. Meet Me At Our Spot
6. Stop Making This Hurt

Same first four songs, just slightly shuffled. So I turn off shuffle and go again:

1. Virginia (Currently Playing)
2. With Me All Along
3. Honey Hold Me
4. Salt Lake City
5. Come Over
6. August

One more try:

1. Virginia (Currently Playing)
2. With Me All Along
3. Honey Hold Me
4. Salt Lake City
5. Your Hand In Mine
6. They Move on Tracks...

This time the first four were even in the same order. But the rest of the playlist is totally shuffled. For the sake of keeping this post short, I'll keep it to these 3 tries, but I did this about 10-15 times and never saw a different song make it into the first 4.

Another thing to note:

It's dependent on the song that's playing when I shuffle. Here are songs 36-42 in the playlist:

36 - Judy You Hung the Moon

37 - Jack and Blow

38 - Peaches

39 - Capable (Currently Playing)

40 - Katie Queen of Tennnessee

41 - Ohio

42 - All These Things That I've Done

With the song "Capable" at 39 playing, I shuffle:

1. Capable (Currently Playing)
2. Peaches
3. Jack and Blow
4. Katie Queen of Tennessee
5. Something Tells Me
6. There Will Be Another

And again:

1. Capable (Currently Playing)
2. Peaches
3. Katie Queen of Tennessee
4. Jack and Blow
5. Time stands
6. Fall, Fall, Fall

Same issue, just on a different part of the playlist.
