I just contacted spotify support directly it was a pain to get there but it worked.

Thanks for reaching out. Check out this article and follow the steps under "Remove all downloads from your mobile device". This should reset the offline data not only on this device, but all other devices too and let you download again. If the issue persists however, reach out to our support team and ask them to reset the offline cache from their end.

The thing is i dont have access to the devices where i had that downloaded.. and "Remove all downloads from your mobile device" deletes the files from my current devices. not the ones that literally dont exist anymore

Thanks for the reply.
The content from the devices you don't have access to will be automatically removed after 30 days of the device's Spotify app not being logged in on your account and not being connected to the internet. So make sure to logout everywhere from the account page and wait it out.
