Thank you for reaching out here in the Community!

On-demand mobile access is available only for Premium users. However, it's available on selected playlists for Free users as well. A lot of them is available in the Made For You section. 

You can still play on-demand using e.g. a desktop, even without Premium Subscription.

To play any other playlist that's only available on shuffle, not just the short previews, make sure to tap the green play button that's visible on your second screenshot on the right.
