Local files will not download on pc

the local files play just fine on my pc but it won’t download or play on my phone. I’ve tried previous solutions but none of them worked. What’s most frustrating is that some local files did download and can play on my phone yet most do not. I have no idea what’s going on and how to fix it.

Could you let us know which troubleshooting steps you've already tried? That way we can avoid any repeating steps.
