I'm on a plan but can be able to Download songs/playlists on my Spotify as I used to. 

1.  I have strong internet connection but it still doesn't work.

Can you let us know if you don't see the download button at all, or when you press it nothing happens? It would also be great if you can let us know what troubleshooting you've done so far.
