Waiting on Download and Incorrect Number of Songs in Liked Songs

On my phone, the number of songs in my "Liked Songs" is incorrect. It shows 1,000 total songs, but when downloading songs on both my phone and Mac, it shows 993 songs. How can I change it to show the correct number of songs? Also, after downloading songs, the arrow remains grayed and still says "Waiting to Download." This has remained the same for 2 days. How do I change it?

For both problems, I have tried the following:

1. Changing Wifi

2. Remove Downloads and Re-Downloading the Songs

3. Uninstall and Re-install Spotify on both Mac and iPhone

4. Restart iPhone

5. Updated Spotify to the most recent version
