Can't Play Songs Offline

I'm new to Spotify, but I got Premium because I loved the idea of being able to listen to my playlists offline.  However, I have selected the "available offline" option on the top, but two of my playlists actually aren't available and one of my playlists has about five songs that are but the rest aren't.  The songs all have the little down arrow with a circle around it, but only a few are green (those are the ones that I can listen to offline).  The playlists have the same grey arrow.  I have tried going online and turning "available offline" off and on and that does nothing. Is there something I can do to make it so I can listen to all the songs on my playlists offline?

Are those tracks in the local files tab of your desktop Spotify?
