Can’t add or delete playlist

My Question or Issue

For over a month now I can not add or delete playlist on my I phone.

I have deleted the app, reinstalled it.

I have tried deleting my cache but it won’t let me even do that! 
I can add songs to existing playlist. 
I can delete songs from a playlist. 
I can follow and unfollow albums/playlist.

But can not add or delete a playlist! 
I get no error messages. 
It simply does nothing!

It give me the option to do so, but will not actually do it. 
Its driving me insane! Lol
