My Question or Issue
I turned off mobile data and I disabled wifi, my phone is completely disconnected from the Internet. However, my “Liked songs” is stuck with the “Enhanced” feature turned on, and therefore I cannot open is offline.
i get a pop-up window telling me to “Turn off Enhance” but when I click on it nothing happens, clicking in the “Turn off Enhance” does not actually do anything. The only way to disable the Enhance feature is to turn my mobile data back on, open Liked Songs with the Enhance feature on, and disable it.

I had the same issue and got seriously frustrated to the point I attempted to stop using Enhance all together which wasn't really an option as it kept defaulting back to on... I contacted Spotify Support. Here was the instructions I received and IT FIXED the issue along with another issue that prevented me from queuing songs by swiping right on an enhanced playlist.
Steps to fix:
The issue could be in the app CACHE itself.
It's a clean reinstall of the app with the following steps.
All your playlists including your Liked Songs list will remain intact, even if you do a clean reinstall. They're simply linked to your Spotify account in the system.
You'll just need to redownload the ones, that were downloaded for offline listening before.
Here are the steps, please follow each step carefully:
iOS devices:
1. Open Spotify. In the app's settings (you can access them by going to Home and then tapping the gear icon in the top right corner), tap Storage then Delete Cache.
2. Head to your device's Settings, then tap General.
3. Tap iPhone Storage.
4. Select Spotify from the list of apps.
5. Tap Offload the app and confirm. This will delete the app but its documents data will be kept.
6. Then tap Delete App and confirm. This action should delete any leftover documents and data.
7. Once the app is deleted, press and hold the Side/Top button and either volume button until the power off slider appears.
8. Drag the slider to turn your device completely off.
9. After your device turns off, wait a couple of minutes.
10. Press and hold the Top (or Side) button again until the display turns on.
11. Switch your device back on and install Spotify from the App Store.

That's a very complete troubleshooting @jaymillhouse, thank you for sharing that detailed guide. We'd recommend to @loboda97 giving it a try to see if it makes any difference.
In case the issue persists for you, include in your next response the exact Spotify version you're currently running to continue investigating the case.

Hi, I can reliably reproduce this issue. I am running Spotify version 8.7.90.459 on iOS 16.1.1 (iPhone 12 Pro Max).
The pop up does nothing. Even when you do get back online and turn off enhance it RE ENABLES ITSELF so it’s still broken the next time you go offline. There is no way to disable entirely in the settings as far as I can tell, either.
I’m filing this directly after the second international flight where I’ve been unable to play anything. It’s seriously annoying to open up the app, see the downloaded “Liked Songs” album, and be unable to play it. If there’s anything that could make me switch to Apple Music, it’s unreliable off-line playback. Please prioritize a fix and pass the feedback to the product teams that they need to QA the offline behavior more thoroughly before launching.

The enhance option should be able to be turned off from the playlists directly when in online mode. Since this issue could be related to some damaged cache stored on your device, and to make sure we're on the same page; would you mind confirming if you already performed a clean reinstall of the app by following the steps in this article?
If so and the issue persists, could you record a short video where we can take a better look? You can attach it to your next response by using the Insert Video option in the post editor. You can also upload it to Google Drive and share the link with us (make sure the video has the permissions for anyone to watch it).

Deleting and reinstalling the app does seem to have worked for now thanks, yeah. I was hoping to avoid having to do that because I had thousands of songs downloaded and its taken an hour to get them all back. I still think it would be nice to see if you can get a proper solution to this because I only found out the offline playback had been corrupted when I needed it on a flight, at which point it was too late to try this. I imagine there's going to be loads of other people with the same issue.

I don't think "everything is working fine" -- the original issue is still present, the "Turn off Enhance" button does nothing when you're offline, and prevents you from listening to songs you already have downloaded.
This functionality also just makes no sense. I'm offline. Just... turn off enhance while I'm offline? I don't know why a user has to manually fiddle with it to begin with.
It looks like it's been a while since you have this bug, but I'm still getting it. I am outraged by the steps I have to go through to fix it, mostly because I have to re-download my music to my device. I'm even afraid to imagine how much time and traffic it would take. And I am in conditions of limited traffic and time and I’m not able to listen to my music because of this bug. Is this still the only way to solve this problem or maybe the team had enough time to fix this bug normally?

I still have this issue since the enhanced feature and have the same issue with smart shuffle. There's no way I'm gonna delete the app and redownload all my songs. In addition to not being able to turn the feature off when offline, the feature is always automatically turned on whenever I open the Liked Songs playlist which I think is another bug because it doesn't happen to any other playlist.
EDIT: Just thought of a sort of solution
Any updates on it? Since it looks like that the situation getting even worser. Now this feature automatically turns on even if I didn’t close the app, and just simply checked for search, for example.
And even now, after you connected the shuffle feature and “smart shuffle” - I still have a problem with listening to my DOWLOADED music if I’m not connected to the internet 😠 and even your “Turn off” button still doesn’t work
