Certain songs won't play and music pauses

I have this issue on my iPhone 7 and my iMac desktop. I have logged out, uninstalled the app, reinstalled, restarted my phone.. nothing has worked. I pay for the premium version.

Certain songs, and always the same ones, don't play anymore. They all used to work just fine. They are a mix of songs imported from my iTunes and also some saved from Spotify.

At the top of my song list it says "Downloading... Waiting For Wifi..." even though my wifi is working and I've tried it at work too. When it gets to a song that doesn't work, it will pause and then I have to hit play again for it to skip to the next song. On the screen in my car it now displays "Pause" as the song title on songs that are currently playing.
