Downloaded music will not play or buffers like online when offline

i have about a 1000 songs downloaded on my iPhone. Two days ago they stopped playing when offline. The song just stays at zero seconds. When online the songs play fine. Today the songs will suddenly play but act like I’m online and on a very slow network. Even though I’m offline the songs act like they’re buffering. So I’ll hit play, wait 20 30 seconds and the song plays for 15 sec then 30 sec of buffer. 

Ive deleted the cache data and I’ve offloaded the app and reinstalled. Any other option besides deleting everything and download again?Not gonna be happy if it’s the only option.

Could you also try using the Sign Out Everywhere and Remove Offline Devices from your Spotify account page?

If you're still having trouble, could you let me know the exact version of Spotify and the exact version of the operating system you're running?
