Greyed Out Songs on my iPhone

Hello. I downloaded mp3 mixtapes of my favorite artists off of the internet. The songs are on iTunes on my computer. They also appear as "local files" on my spotify on my computer. I added these songs to various playlists, and they work seamlessly on my computer. On my phone, however, the songs are greyed out. I have downloaded the playlists offline on both my phone and computer, but it says "Downloading... Waiting to download". Additionally, when I click on one of the greyed out songs on my phone, it says "Song Not Downloaded", even though I downloaded the playlist on both my phone and my computer. I have tried uninstalling Spotify and reinstalling it. I have tried using a different WiFi Network. I have tried shutting down my phone and trying again. Nothing works.

I would appreciate some help here. I'm considering uninstalling spotify and switching to Apple Music if this isn't resolved.

Are you using free or premium? That might have something to do with it tbh the free services dont allow offline streaming with phones

I'm using premium. I've done some research and I think the issue has to do
with my college WiFi. I'm going to try syncing the songs over a different
wifi and seeing if that works.
