Local File Greyed Out On iPhone And Won't Download

I have tried deleting and re-installing Spotify on my Mac and iPhone and putting the files in different playlists to try and download them while the app is running on my mac but they're still greyed out

i have 1 local song  and  its in its own playlist it says its downloaded but it still wont play on iphone, why is this?
