Local File Trouble

I am using my iPhone X and Macbook Pro. When I try to get local files downloaded onto my phone, nothing pops up. I am connected to the same network, so what do I do?

Do you have the playlist(s) these local files are in set to “download” on both devices? This is how you have to have it set for the local files to copy over to your mobile device.
