Local Files not downloading to mobile device

So I have my local files on my laptop, and I added them to my playlist. When I download the playlist for Offline Listening, these  Local Files do not transfer over to my mobile device. I have done this before and it worked previously. My laptop and phone are on the same network. Both Spotifys are up to date. My firewall is open to Spotify. I even tried doing it over my phone's wifi hotspot. Nothing has worked. I tried various fixes from Youtube videos and the forums on here, yet nothing has worked.

It seems like it stopped syncing local files with the last Spotify update from the Apple store. I could be wrong, but it was certainly syncing local files within the last week or so.
