Local Files on mobile

I've been able to create a playlist of local file on my Mac just fine but can't seem to figure out how to get them onto my iOS device. I've read and watched videos saying I just need to switch the playlist to offline mode or to download the songs but switching the playlist to offline isn't even an option and downloading the songs has done nothing. When I look at the playlist on my device it shows up and says that there are songs in it but when I click on it the playlist is empty.
