Local Files songs from laptop aren't downloading on my Iphone

My Question or Issue

Recently I have downloaded mp3 music from youtube to add to Spotify because of their unavailability. I add the music to my Spotify from my computer's local files but on my iPhone, the songs aren't downloading or syncing. Before I used to be able to start playing the song on my laptop and go to the app on my phone and download it.

Now every time I try to do the same I get an error message saying I need to download the song. I've followed the message steps, I've tried over cellular, I've checked that I got the local files activated on both devices, I've tried creating a separate playlist for just the local files, I've tried most if not all solution provided so far in the previous threads and it is still not working... 
Anybody can help me out and let me know of other ways on how to fix it or what exactly is going on?
