Local files dpes not show up on my iPhone.
I have turned everything on, but it does not help.

Could you let us know the format of the Local files, and where you obtained them from?

They are mp3 format, and i had them on my pc.

Just to make sure, have you tried following all the steps here?
If so, we suggest that you perform a clean reinstall of the app on both devices to get rid of any cached files that might be causing trouble.
If this doesn't do the trick, we suggest that you change the source folder of the local files on the PC. First up, uninstall Spotify on both devices > then create a new folder somewhere else on the PC and move the local files there > install Spotify again > remove any potential source folders and add the new one > download the playlist again.

Thank you for keeping in touch.
Could you create an internet hotspot with your phone, connect your PC to it and try to synchronize the files again?
If this doesn't work, please try the steps shared on this post which have helped other users solve this issue.

I tried to download them with a hotspot, but still not able to play the songs on my phone.
They just appear grey, and can not be played.
It just says; Song is not downloaded. If you own the song, you can synchronize it from your computer.

Just to make sure, have you already tried the steps in the thread @MafeG linked previously?
On another note, could you go to the settings of the Spotify app on your iPhone, scroll down to Local Files and make sure Desktop Sync / Local audio files is enabled?
