Local files folder doesnt show up on mobile app

Im trying to add a single song to my liked songs playlist thats not on spotify and the creator doesnt make music anymore. o looked it up and it said to turn on local files and locate it. but i cand find it

I have imported the files into the folder in the Files app, as well as turn on local files in the app but the playlist to add them in the app is not appearing.
