Local files from PC added to playlist, forever "waiting to download"

i downloaded 6 songs onto my pc local files, then created a playlist. i synced the playlist to my phone, where it appears, but when i try to download. it then has that little popup.

it tells me to "mark the playlist containing this song for Offline Sync on your computer or on this Iphone"

i keep switching the online modes on and off, both on pc and phone.

i have windows 10, and ive already done the firewall trick and made sure that theyre on the same wifi.

nothing is happening. im a premium user and this is very frustrating

EDIT: fixed the issue! all i had to do was make a personal hotspot, connect my phone and pc to it, and the songs immediately downloaded.

really annoyed that this wasnt able to be handled in app.
