'Make available offline' - Does not exist!

Right,

I am absolutely sick of this same situation everytime I have to re-sink my local file playlists to my iPhone.  As usual this mysterious 'Make available offline' option is NOWHERE to be found and I have done everything I cant think of to get these tracks to sync over to the iphone but NOTHING appears!  

Then suddenly out of the blue - FOR NO REASON - they start downloading and all is well (yes I check that the SAME WIFI was on)!

This sort of rediculous complication in syncing files should not exist in 2018!!

Why is it so hard?

Why is it NEVER any easier - year after year??

Why am I PAYING for this???
