Not receiving premium from appstore

Im at Beale AFB in california i ordered stopitfy premium from the appstore for $13 and i as i completed the purchase spotify said it was not available in my region but im in california and in the united states im quite angry please help ive signed in and signed out and ive deleted the app and got it again ive checked my email for codes but still nothing... help please
