Offline Sync

I recently upgraded to an iPhone 8. I cannot get Offline Sync to work. It is working for one song oddly, but I'm wanting to add two more. I've done this successfully on my tablet and my previous phone, but it's not working on this one. All three songs (the 2 not working and the 1 working) were purchased from iTunes and are in the same folder. The song that is working was just recently added to iTunes, so IDK if that makes a difference.

I've deleted and readded and downloaded/undownloaded the local file several times with no luck!
