On my primary device I have no troubles making albums and Individual songs available for offline play. ON MY SECONDARY DEVICE I cannot seem to get anything to stick for offline ( green arrow indicating its good to go)
Any ideas/ similar problems?

Try reinstalling the app.

 

Also make sure you have enough storage
