Problem dowloading songs from laptop(Windows 10) to Iphone 6s

Hi I really need help, ive been searching through forums and topics in 2 hours and it couldnt help me.

I also have Premuim Prescription btw.

Problem: I have some local files on my laptop which I made in to a playlist on my Spotify on the laptop. Because I use the same account for Laptop and Iphone it made my new playlist on my Iphone aswell.

I have made my local fles to my Iphone succsessfull one time earlier, but this time it didnt work.

I could make my song availeble for Offline use on my laptop, but not on my Iphone.

On my Iphone i clicked the Downlad button which makes music availble offline. 

But it just says "Downloading...", "Waiting to downlad."

 If anyone ever reads my post I figured it out, I had to restart my Iphone. 

I had already done it one time, but I did it again as I were wandering around the forums.
