I'm not one of the new Library testers, and the Library is not functioning properly. I added albums to my Library using the Windows desktop app, but they don't show up in the Library list on my iPhone. If I go to the added album on my iPhone, it shows that it's been added, but it's not showing on the list. When I try to download the added album to my device, the download button doesn't work. So I removed the album from the Library and re-added it. As soon as I re-added the album, the album automatically began to download, I suspect this might be due to the roll-out of the new Library?

Hmm, let’s have a look at what’s going on here. Could you try logging out and logging back in on both devices? Also, could you send over some screenshots of how things are looking on both your mobile device and your desktop? Keep me in loop!
