Some local files won’t download

I recently got a new phone (iPhone 6s) and have tried to download my local files. Strangely, only some of files will show up on the phone. I didn’t have this issue with my old phone (a 5s). I have tried all of the recommendations listed on this forum that I could find, including using same WiFi and disabling firewall and anti virus. The only thing that worked was to keep closing and reopening the app on my phone. Lots of files came through that way. When I open the app now, a message appears indicating that files are downloading, but it disappears quickly, and no files are downloaded. 

Please help me. It’s so incredibly frustrating!
