Songs that are downloaded will not play offline

Hello,

I have searched for a solution to my problem but have not yet found one.  About a month ago I lost the ability to play songs while offline.  I have tried everything.

I do not have more than 3,333 songs.

I only use Spotify on my iPhone and desktop.

I have downloaded all songs NUMEROUS times.  Each time I click the "Download" button, I get "Downloading 1 of 1686" and then it will download each song, every time.

However when I leave my house and WIFI and go offline, I cannot play any songs.

Please help. Will need to switch to Apple Music if this is not solved.

I have also deleted the Spotify app from my phone, then redownloaded it and redownloaded the music. This did not solve the problem.

I have cellular data turned off for Spotify as last month I went way over my data plan due to Spotify using data to play songs that are downloaded.

My phone shows that there is 4 GB of memory being used for Spotify, however, I cannot play anything offline.
