Transfer Local files to a playlist on both iPhone and iPad

Hi

ive successfully managed to transfer two local tracks from my iTunes library to a Spotify playlist and download it to my iphone. I did this last week.

The same playlist exists on my iPad but currently excludes these two local file tracks

ive just tried to download the playlist on my iPad, assuming that the two local files would appear, but they haven’t 

my iPad and laptop are on the same Wi-fi network and both next to each other

can anyone help please? Thank you
