Unable to use local files on phone from computer

My Question or Issue

I am unable to find the button to allow my phone to download songs from my PC to the phone anywhere. I have attached an image of what I can see on the computer but it is the same on both sides. I do not know if this is a bug or this is no longer supported.

You can read here how to use Local files. Keep in mind that all devices need to be connected to the same WiFi network for it to work.
