Waiting to Download - NOT SOLVED

Most of the post complaining about the syncing of local files to an iPhone have been marked as "solved". However, as long as the problem exists, it's not solved, is it??

I've tried every single thing on here, re-installing, re-booting, even renaming the files, moving the around, on and off, everything. I've tried two different wifi networks + sharing my mobile connection to laptop from the phone.

Nothing. Files just aren't syncing and the "waiting to download" message really isn't helping, nor is it comforting.

There are literally hundreds of users complaining about this on this forum, just go through the dozens of topics and you'll see. 

Can you fix this or not? I can't spend any more hours on trying to make this work. Just remove the option from the darn features altogether if it doesn't exist at all and save us some time, would you?
