Won't download for offline use

Hi!

I'm having problems download a playlist for offline use. Everytime I try and select download, it says "waiting on download" and nothing is happening. On my Library screen it even says at the top "downloading" but just shows 0 out of 25...

I have an iPhone 6 with the latest update.

Also just wanted to add, yes I have over 50GBs of available storage on my phone and I tried downloading in wifi and in cellular network. I can't seem to get it to work at all 😩
