iOS 11.2.1 Spotify wont stream without Wi-Fi

iOS: 11.2.1

Carrier: Rogers

Account: Non-Premium(Free)

I use to be able to stream normally on my iPhone until recently where apple pushed multiple updates. Now I dont know if this is Spotify, Apple or my carrier Rogers who is causing this issue. But the app works fine when connected to Wi-Fi. But as soon as I use LTE/Cellular data the app wont connect. Cellular Data is ON for Spotify, I already performed log in/out, app reinstall, phone reboot and still nothing.

What gives Spotify, is this one of those tricks to have user sign-up for premium to be able to stream? Or is this a contract with Rogers to let Data Streaming for Premium users only? If not then Apple sure messed up.
