Same here but on an 8+ with Premium. I soft reset my phone with no luck, seems to be a 13.2 issue.

Interesting update, I started playing tracks in my queue and upon returning to the home page it reappeared?? I made sure to close & reopen to see if it was a one-time thing, but it seems good still.

There was an issue in Spotify's end which should be fixed now.

Could you confirm that?

I'd also suggest updating the app to the latest version and installing iOS 13.2.
