iTunes/Local Files not synching at all

Okay so I guess the update means your phone doesn't show up in devices at all. So I've been prowling the forums here and followed every step I've seen. I've connected my phone AND computer to the same wifi. I put the local files in a separate playlist and tried to download them and all it says is "waiting to download" and it's greyed out. I've restarted my phone, my computer, I made sure the itunes songs were on my phone as well as my computer. I see the new iTunes playlist I made in Spotify and told it to download for offline use and still nothing has downloaded. I don't understand what I'm doing wrong, if anything. When will the devices feature come back?
