Do you have trouble playing in Shuffle Mode on all of your devices or just one of them?
You can try to run a clean reinstall of the app, which includes clearing the app cache. Follow this device specific Spotify Guide for best results.

after a reinstall its works until i add local file, and its on every devices

In this case it seems to be related directly your active account.
We suggest that you do an account transfer from your old account to your new one, and then close the old account to prevent any confusion in the future. You can find all the information you need in this and this article to be able to do that.

Thanks for keeping us in the loop.
That a clean reinstall solves the issue temporarily leads us to believe that something is interfering with the cache on your devices. Could you let us know the approximate number of songs you're trying to import from your local files?
Also, does the shuffle icon in the now playing view appear green when you try to turn it on as described here? How about the queue order, does it get rearranged? We'd appreciate it if you attach to your next reply a screenshot or recording of the issue and we'll happily take a closer look.

iphone 6 doesn't have local files and doesn't work either, so i don't know if that's the problem. Also i removed them from other divace to see results, and its doesn’t help me

Another useful step in are to change the source folder of the local files on the pc. The steps are: Uninstall Spotify on both devices > create a new folder somewhere else on the pc and move the local files there > install Spotify again > remove any potential source folders and add the new one > download the playlist again.
Also - can you let us know which version of the app you have?

I did all the steps recommended by you, maybe it will change something, I will let you know after a few hours (it always works as expected after reinstallation, unfortunately after about 1-2 hours it breaks again). I have version 8.5.86 on my phone and tablet
